1 Background

Local Investment Climate (LIC) is one of the engagements of the fourth phase of the Business Sector Programme Support (BSPS IV). Other engagements are: Agricultural Markets Development Trust (AMDT), BEST-Dialogue, PASS Trust, Financial Sector Deepening Trust (FSDT) and Twinning arrangement of the Confederation of Tanzania Industries (CTI) and Danish Industries (DI). LIC, AMDT and CTI/DI are new engagements in the BSPS IV and the rest is the continuation from BSPS III.

2 Objectives

LIC aims to achieve improved conditions for sustained business growth and investment in selected local government authorities (LGAs).

3 Project focus

It focuses on the critical constraints to business growth and economic development at the sub-national level. It promotes regular and structured dialogue between the local business community and LGAs and encourages a practical response to the challenges of improving the conditions for private sector development and poverty reduction at the local level.

4 Area of Operation

LIC is implemented in the regions of Dodoma and Kigoma and it has started with 4 LGAs; 2 in each region. The selected LGAs are Dodoma Municipal Council (DMC) and Kongwa District Council (KDC) from Dodoma and Kigoma Ujiji Municipal Council (KUMC) and Kasulu District Council (KDC) from Kigoma.

5 National Collaboration partiners

Besides the LGAs, LIC works with four national partners: PMO-RALG, Association of Local Authorities in Tanzania (ALAT), Tanzania Private Sector Foundation (TPSF) and Tanzania Chamber of Commerce, Industries and Agriculture (TCCIA).
